A Town That Took Off Late

Asphalt paving in Rosemount reflects a city that grew later than its neighbors. Rosemount had only 1,337 residents in 1970. Growth arrived in the 1980s and accelerated after 2000, reaching 21,874 by 2010, 25,650 by 2020 and an estimated 27,081 in 2022. Today the city combines a historic center along Dodd Road, newer subdivisions built in the last twenty-five years and wide open land on the former Gopher Ordnance Works site, now the University of Minnesota's UMore Park.

Newer subdivision driveways

Most Rosemount driveways were paved in the 1990s or later. Those from the 2000s are now in the maintenance years: oxidized surfaces, cracks opening at the garage joint and along the center, and the first edge failures. Crack sealing in the fall, a sealcoat every few years and prompt patching are what keep them out of the replacement column. If a driveway was laid over poorly compacted fill, settling near the garage is common, and that section may need rebuilding.

Rural properties and long drives

At the edges of the city, properties are larger, and long gravel or worn asphalt drives are common. These need a plan for drainage across their full length and edges that can stand up without a curb. Gravel-to-blacktop conversions start by regrading and compacting the existing stone.

Weather by the numbers

The Rosemount Research and Outreach Center records normals that capture the local extremes: a record high of 105 degrees, a record low of minus 38 and about 34 inches of precipitation a year. Pavement here has to tolerate both. We pave once frost is out and the base is dry, and we push crack sealing ahead of the first hard freeze.

Industrial and commercial traffic

The Pine Bend Refinery, built in 1955 and now run by Flint Hills Resources, is the area's largest private employer, and U.S. 52, Highway 3, Highway 55 and County Road 42 carry heavy trucks. Business lots and private roads near those routes need thicker sections in truck lanes. We design for that and handle ongoing maintenance.

UMore Park and future growth

The University of Minnesota's UMore Park, on the former ordnance works land, covers a large part of the city, and development there is expected to add new neighborhoods over time. New construction brings its own pavement issues: settling backfill near foundations and builder-grade driveways that may need early attention. We check compaction and base before paving any new-home driveway.

Downtown and Dodd Road

The older neighborhoods near downtown and the historic Dodd Road corridor have smaller lots, older garages and driveways that have been patched many times. Those are usually replacement jobs. We match the new driveway to the garage slab and street apron so water drains away from both.

Rosemount Questions

My Rosemount driveway is sinking near the garage. Why?

Usually the backfill around the foundation was not fully compacted when the house was built and has settled since. We cut out the low section, compact and rebuild the base, and repave it to match.

Can you pave a long rural drive outside downtown Rosemount?

Yes. We regrade, add base where needed, plan drainage along the full length and pave, often quoting by section.

When should I crack seal?

Late summer through fall, before the ground freezes. That keeps water out of the base all winter.

How often should I sealcoat my Rosemount driveway?

Most driveways do well with a sealcoat every two to four years. Seal when the surface has faded and the stones begin to show, not on a fixed calendar.

Can you pave a driveway that crosses a ditch to a county road?

Yes, if the approach is permitted. Driveways onto county roads around Rosemount follow Dakota County rules at the approach, and a culvert may be needed under the drive. We check with the county before planning that part.
