Postwar Homes and a Permit for Every Driveway
Asphalt paving in Bloomington runs on two facts. First, the city grew from 9,902 people in 1950 to 50,498 in 1960 as one of the classic postwar housing-boom suburbs, so a huge share of homes and driveways date from that era. Second, Bloomington regulates driveways more closely than most cities: its handout requires a permit for construction, replacement, overlay or alteration of a residential driveway, with limited exceptions for repairs, and no work may start until the permit is issued.
Bloomington's driveway rules
- Surfacing must be concrete, plant-mixed bituminous (asphalt) or pavers with tight joints; gravel is not permitted
- Minimum width 10 feet; for a garage 30 feet wide or less, the driveway may be no wider than the garage
- Setbacks of at least 20 feet front, 5 feet side and 5 feet rear
- A second curb cut needs at least 120 feet of frontage on one street, or a qualifying corner lot
- Changes to the concrete approach need a separate right-of-way permit and engineering review
The application needs a sketch with current and proposed dimensions, setbacks and slopes. We prepare that information for you.
Replacing sixty-year-old driveways
After more than sixty winters, many original driveways have been patched and overlaid repeatedly. The base has settled, aprons sit low and the surface may now be higher than the garage floor. Full replacement with a rebuilt base corrects grade and drainage. Where the base is still firm, an overlay can work, and in Bloomington that overlay is permitted work too.
Varied ground
The city has a sand plain in the northeast, low hills in the west and the Minnesota River valley and bluff in the south, plus about 100 small lakes and ponds. Sandy soils drain well; low areas near ponds and creeks like Nine Mile Creek can stay wet. We adjust base depth and drainage to the lot.
Commercial work
From the I-494 strip to the South Loop around the Mall of America, Bloomington has some of the busiest commercial pavement in the state. We handle patching, sealing, overlays and striping on office, retail and hospitality lots.
The old Met Stadium neighborhood and the Mall
Bloomington's commercial core grew from the 1956 start of I-35W and Metropolitan Stadium to the 1992 opening of the Mall of America on the old stadium site. Hotels, offices and retail around it carry heavy traffic all year, and lots need regular crack sealing, sealcoating and restriping to stay safe and legible.
Circular drives and second curb cuts
Bloomington allows a secondary circular driveway up to 12 feet wide and limits single-family sites to two curb cuts, with a second cut needing at least 120 feet of frontage on one street or a qualifying corner lot. If you are thinking of adding a circle drive, we check frontage and setbacks first.

Bloomington Questions
Do I need a permit to overlay my driveway in Bloomington?
Yes. Bloomington's rules list overlays alongside construction, replacement and alteration as driveway work that needs a permit, with limited exceptions for repairs. We plan for the permit in the schedule.
Can I make my driveway wider than my garage?
For garages 30 feet wide or less, Bloomington limits the driveway to the garage width. Larger garages have different limits. We check your lot against the rules before quoting.
Can I convert my gravel parking pad to asphalt?
Yes, and gravel is not a permitted surface in Bloomington. Conversions must meet the current driveway standards for size and setbacks.
Can I add a circular driveway in Bloomington?
